二 |          　　有记者提问：据报道，美国特朗普政府酝酿对通过高技能H-1B签证项目雇佣外国人的雇主征收超过10万美元的费用。考虑到2025年约12%的H-1B签证持有者来自中国，请问外交部有何评论？          　　林剑：对于美国的签证政策，我不作评论。    (ECNS) -- Chinese and Philippine authorities have arrested and repatriated a Chinese national, surnamed Chen, accused of organizing cross-border online gambling that defrauded players of more than 2.92 billion yuan ($405 million).    The group allegedly ran platforms in the Philippines targeting Chinese citizens through websites, social media and agents. Investigators said it manipulated backend data and imposed restrictive withdrawal rules to prolong play and increase losses.    The Chinese Embassy in the Philippines said the case severely harmed public safety, economic security and national image.
